5th (BC) Field Regiment RCA Change of Command Parade

Command of the 5th (BC) Regiment, Royal Canadian Artillery changed on Sat 30 Sept at Bay Street Armoury. Lieutenant Colonel Craig L.Cotter, CD accepted command of the Militia unit from Lieutenant Colonel David A. Ross, CD. The reviewing officer was Colonel S.B. Warne, CD, Commander, 39 Canadian Brigade Group, Vancouver. Before family, friends and visiting dignitaries, Col Warne inspected the Regiment and Band and took the salute during the regimental March Past. Col Warne then presided over the signing of the change of command documents.

LCol Cotter, after a Regular Force career, joined the Primary Reserve and Victoria.s 5th Regt in Oct 2005 as commander 55 Battery until this promotion to regimental command. Initially, he joined 2nd Regiment, Royal Canadian Horse Artillery in 1972 and went to 1st RCHA in 1979. Subsequently he served in HQ Mobile Command, then commanded a battery as a major. Next was the Office of the Chief of Defence Staff followed by Staff Officer Operations with the Canadian Military Delegation to NATO Headquarters, Brussels. He completed his regular service while Executive Assistant to the Commandant, Canadian Land Force Command and Staff College, responsible for Distributed Learning.

Now in civilian life, he is an Implementation Service manager for GeoMetrix Data Systems Inc., Victoria. Also, he is a member of RUSI of VI, as was his late father, a retired RCMP inspector.

LCol Ross joined 5 (BC) Field Battery as a gunner in 1980. In 1982 he was promoted to bombardier and then selected for officer training. Commissioned a 2/Lt, he completed the usual gun-line positions to be a gun position officer. Promoted captain in 1970, he served as a forward observation officer. From 1989 to 1991, he commanded the Victoria detachment, Pacific Militia Area Schools conducting recruit and leadership courses for Victoria area Primary Reserve units. After completing the Militia Command and Staff course in 1992 he commanded the Headquarters and Services Battery and was promoted to major in 1994 to command 55 Battery. After being second in command of the regiment from 2000 to 2003, he was promoted lieutenant colonel and commanding officer of the 5th Regiment.

In civilian life, he is a Certified General Accountant for the Governmnt of British Columbia.
