Biographical Sketch:

Dr. Boutilier received his PHD from the University of London in 1969 and took up his first university teaching post at the University of the South pacific in Suva, Fiji, in the same year. In 1971 he took up an appointment at Royal Roads Military College in Victoria, becoming over the following 24 years a department head, dean of arts ands full professor. In addition, Dr. Boutilier holds an adjunct professorship in Pacific studies at the University of Victoria. His principal research area is defence and security in the Asia-Pacific Region. He lectures nationally and internationally on current developments in the Pacific.

Biographical Sketch:

Capt Myles commands the Militia Civil Military Cooperation Detachment (CIMIC) in Victoria.

As a civilian, he is Manager of Underground Operations for Victoria. This entails management of the sewer, drain and water infrastructure within the city. He is also with the city’s emergency preparedness program for exercising the city’s engineering department in emergencies such as earthquakes. He was OC of the Militia Medical Company in Victoria in 2001. In 2002, he was in Bosnia Herzegovina with 1PPCLI Battle Group. In the summer of 2004, he served in Kabul, Afghanistan as CIMIC Detachment head. Capt Myles attended the University of Sask. College of Engineering and holds diplomas from the Sask. Institute of Applied Science and Technology and California State University, Sacramento in Underground utility engineering.

Biographical Sketch:

Captain Hesford entered the Canadian Forces in 1987 as an Army logistics officer, transportation specialty following graduation from UVic and UBC with a BA (economics) and MBA, respectively. He specialized in movement control in 1995 and served two tours in Croatia and Bosnia. Opting for civilian life, he joined 11 (Victoria) Service Battalion Militia. He returned to the Regular Force in 2002 and was tasked to the International Military Advisory and Training Team (IMATT) in Sierra Leone where as acting major, he commanded a transport squadron in the Sierra Leone Armed Forces. He is currently adjutant of 11 Service Battalion.
