A highly regarded retired strategic and intelligence analyst, Lieutenant Colonel George Kamoff-Nicolsky, passed away on 19 April. He is survived by his wife Elizabeth in Victoria and son Michael in Ottawa with the Department of Foreign Affairs, Industry and Trade.
George was born in Russia and was a refugee with his family in China during the Russian revolution before coming to Vancouver. Commissioned in the Militia in 1938, he served with the 5th Coast Brigade Artillery in Victoria. Early in the Second World War, he went overseas, serving with both artillery and the infantry before taking up staff and intelligence appointments. He served in both Canadian and British appointments until 1946 and attained the rank of Lt-Col.
He joined the Intelligence Staff of the British Foreign Office in 1946 and served in both military and civilian intelligence assignments. These included West Germany, Berlin, Denmark and Britain during the early years of the Cold War.
He was decorated as a Knight Commander of Polonia Restitutal.
Educated in both Canada and the United Kingdom, Kamoff-Nicolsky attended the University of British Columbia, Carleton University, London University and the Canadian National Defence College.
Mr. Kamoff-Nicolsky returned to duty in Canada in 1955 serving on the intelligence staff at NDHQ and as the Director of Strategic Analysis. During this period he lectured on international affairs as they related to global strategy. Presentations were made throughout NATO countries, Asia, Eastern Europe, and Australia.
Retired in 1983, he continued his duties under contract and subsequently as consultant to this time attending regular conferences, presenting papers and lecturing primarily in the UK, the USA, China, Russia and Canada. The venues included government departments, universities and press forums. He was a member of Royal United Services Institute of Vancouver Island, DANN, IISS, CISS, CIIA, CSIS, F.R.B.I. and many related organizations.
George provided us with many interesting "intelligence" and security assessments on the times and foibles of the world around us. He served his country well.
