Dr. R.E. (Bob) Bedeski is currently professor emeritus of political science at UVic. He has lived, studied, written and taught about Northeast Asia – including China, Taiwan, South Korea, Japan and Mongolia. He received an MA in Asian studies and a PhD in political science from the University of California (Berkley). Over the past decade, his research and writing has focused on human security, Chinese international migration, arms control and verification on the Korean Peninsula, Mongolian foreign policy and small arms proliferation in Asia. He has taught courses on terrorism and revolution, government and the politics of Northeast Asia. |

| Captain (N) Kyle became Base Commander on 21 August 2002. He came to this assignment from Pearl Harbour, Hawaii where he was on the staff of the Commander in Chief United States Pacific Fleet. Previously, he served in the Headquarters of both Coastal Commanders Atlantic and Pacific, as Chief of Staff Resource Management. He began his naval service in Vancouver in 1971, graduated from the RN College, Dartmouth in 1973, then transferring to ROTP earning a BA from UBC. He has served aboard HMC Ships FUNDY, ALGONQUIN, YUKON, instructed at VENTURE, the Naval Officer Training Centre, followed by HURON. Between 1984 and 1986 he commanded minesweepers THUNDER, CHIGNECTO and COWICHAN, conducting junior officer training. After XO on HURON, he commanded VENTURE followed by HMCS KOOTENAY. He obtained an MBA from the University of Western Ontario in 1996. | |
