Biographical Sketch:

Major Richard H. Eaton is ‘A’ Company commander, The Seaforth Highlanders of Canada; a militia regiment in Vancouver. Although born and raised in Vancouver, he joined the British Army, attended Sandhurst and served between 1981 and 1989 as an officer with the Parachute Regiment. He also completed a two-year exchange with the Royal Marines. In addition to serving in Norway, the Middle East and elsewhere in Europe, Richard completed three tours of duty in Northern Ireland. There he was a platoon commander, company operations officer and acting company commander in various areas including Belfast, Fermanagh and South Armagh.In civilian life, Major Eaton is a partner in his own Victoria based management-consulting firm, Berlin, Eaton & Associates Ltd.

Biographical Sketch:
Chief Battershill was appointed Victoria Chief of Police in 1999 after serving 23 years with the Vancouver Police Force. Amongst his many duties, is chairman of both the Steering Committee implementing the PRIME BC police database for BC and the RCMP Foundation that recognizes outstanding media achievement in BC. He also chairs the RCMP National Forensic Laboratory Committee. In 1997 in Vancouver, he was a founding director of the E-Comm Corporation in the lower mainland. E-Comm established the first integrated multi-agency public safety service in North America including police, fire and ambulance in wide area radio information systems, 911 and post disaster facilities. In 1993, he was a member of the Justice Oppal Royal Commission on Policing. He was an elected police union official in the 1980s.
